Digital mobile payments are a widespread mechanism for delivering aid, but their successful launch would require banks and mobile network operators to partner together. Smaller NGOs still use paper vouchers as means of payment, which can lead to fraud and violence. 

Find a solution that would enable people in regions requiring emergency aid to make payments and withdraw cash through alternative networks. This solution could combine biometrics with blockchain and crypto currency.
